Santo Domingo.- En un contexto de parálisis administrativa y legal, la Dirección General de Mecenazgo en la República Dominicana se enfrenta a serios retos que impiden el desarrollo de proyectos culturales de importancia nacional.
A cinco meses del 2 de noviembre de 2023, cuando fue promulgada, un informe oficial ha puesto en relieve la preocupante inactividad de esta entidad, destacando un total de 100 proyectos certificados que se encuentran sin avanzar debido a la falta de mecenas y a la ausencia de normativas protocolares esenciales por parte del Ministerio de Hacienda y la Dirección General de Impuestos Internos (DGII).
La Dirección General de Mecenazgo, encargada de la gestión y fomento de iniciativas culturales en el país, ha visto cómo su efectividad se ve comprometida por una ley que, aunque aprobada por el Congreso Nacional, ha sido mal estructurada, según establece el informe.
Este señalamiento subraya la necesidad de una reforma legislativa que permita una implementación más eficiente y adaptada a las necesidades reales del sector cultural.
Los gestores culturales, reunidos bajo la plataforma Gestor Cultural RD, han enfrentado numerosos obstáculos para llevar a cabo sus proyectos, a pesar de haber sido aprobados y certificados por el Ministerio de Cultura.
Las constantes solicitudes de reunión con el Ministerio de Hacienda y la DGII para discutir y resolver esta situación han sido ignoradas, dejando a los proyectos sin el soporte necesario para su ejecución.
Ante esta situación crítica, Gestor Cultural RD ha propuesto una serie de medidas urgentes para rescatar la situación, entre ellas, la búsqueda de financiamiento alternativo, compromisos directos de financiamiento por parte del Estado, y la creación de diálogos con las autoridades tributarias para asegurar la aplicación efectiva de la ley.
También sugieren la necesidad de reformas legislativas que clarifiquen y mejoren la Ley No. 340-19, así como la creación de incentivos adicionales para atraer a nuevos mecenas.
Los impactos potenciales de los proyectos culturales en la República Dominicana son vastos y variados. Van desde la preservación de la identidad cultural del país y la promoción del turismo cultural, hasta el fomento del desarrollo económico y la inclusión social. Santo Domingo.- In a context of administrative and legal paralysis, the General Directorate of Patronage in the Dominican Republic faces serious challenges that prevent the development of cultural projects of national importance.
Five months after November 2, 2023, when it was promulgated, an official report has highlighted the worrying inactivity of this entity, highlighting a total of 100 certified projects that are not moving forward due to the lack of patrons and the absence of essential protocol regulations by the Ministry of Finance and the General Directorate of Internal Taxes (DGII).
The General Directorate of Patronage, in charge of managing and promoting cultural initiatives in the country, has seen its effectiveness compromised by a law that, although approved by the National Congress, has been poorly structured, according to the report.
This statement highlights the need for a legislative reform that allows for a more efficient implementation adapted to the real needs of the cultural sector.
The cultural managers, brought together under the Gestor Cultural RD platform, have faced numerous obstacles to carry out their projects, despite having been approved and certified by the Ministry of Culture.

They also suggest the need for legislative reforms that clarify and improve Law No. 340-19, as well as the creation of additional incentives to attract new patrons.
